The difference:
The difference between the North and the South is split up into 5 main categories:

Firstly we must look at the Topology of both the North and the South. In the north, it is far more mountainous and hilly, this is known as highland (Scottish Highlands). Compare this to the flats of the South, known as lowland. In addition the south is generally sunnier.
Type of employment: In the north we have a lot of facilities such as the Nissan Sunderland factory which proves that the north generally caters for more secondary type jobs. The south however is the opposite and has Tertiary jobs (high skilled) and Quaternary jobs scattered around the south in places such as a London.
Employment Rate: The south has far more businesses, universities and shops that its employment rate is very high. Contrast with the North, minimal businesses and housing, it the employment rate is far higher due to the lack of business services and shops. Jobs such as farming in Snowdonia are common.
Population: In the north the population is not very dense and the overall population is far smaller then the South. In London alone the population is 8.13 million. The population density of the south is far higher then the North.
House prices: Housing in the North, for what you get, is lower then in the south if you were buying the same type of house. In the north the quality of life is potentially better due to the nature of it, while the south is far more work related as apartment costs are high.
What the government is doing:
The government has split the North into 3 sections: high, medium and low assisted areas.
The high assisted areas are gaining 24 new enterprise zones for businesses, in a aim to bring prosperity to the far North.
The medium assisted areas are gaining improved transport in the form of the HS2 and the improved m62 highway. These both lead to London. The BBC, as it moves its headquarters to the north, business wise this was a good move as the government investing in the north in ways such as internet speeds and more allows the BBC to increase there office and studio size without worrying about costs and lack of services - the only consideration is there employees. The government is also investing in Manchester airport in an aim to allow domestic travel from Heathrow and Global travel from around the world - increasing in traffic (with the HS2 being directly linked from the airport to London by only 1 hour)
In Low assisted areas the creation of colleges that are focused on secondary type jobs such as manufacturing and civil engineering aim to bring industry back to the North. (in addition there is a deep water port being created in Liverpool which increase trade flow from the eastern side of England and of course is in the North (aiding to the likeness of businesses moving to the north as they have good transport and a direct link to a Deep water port.
